Implement the renewable energy quota system as soon as possible

In recent years, the development achievements of China's renewable energy industry have attracted worldwide attention, and the new and cumulative installed capacity are among the highest in the world. However, the proportion of electricity generated by renewable energy sources is still very low, and the level of development is uneven in various places. The problem of abandoning wind and light is still urgently needed to be resolved.
In 2017 alone, the total amount of wind curtailment nationwide was close to 42 billion kWh, equivalent to 14 million tons of standard coal power generation. An important reason for these problems is the lack of compulsory assessment objectives, which leads to unclear responsibilities of all parties and development momentum in different regions.
In fact, in February 2016, the State published the "Guiding Opinions on Establishing a Renewable Energy Development and Utilization Target Guidance System", which clarified the goals and responsibilities of local governments, power grids, and power generation companies in the development and utilization of renewable energy. However, it is far from enough to establish a goal guidance system. Only by decomposing non-fossil energy development goals into governments at all levels, power grids, and power generation companies to make them mandatory assessment goals can the development responsibilities of all parties be effectively clarified.
In view of the above situation, the "Proposal on Promoting the Renewable Energy Quota System to Promote the High-Quality Development of the Renewable Energy Industry" recommends that the target must be gradually transitioned to a mandatory quota system, and the renewable energy Energy development and application targets are used as binding assessment indicators, clarifying the obligations that relevant entities should undertake, and providing strong support for the implementation of development goals. Renewable energy quota system and green power certificate trading mechanism are internationally supported policies for the renewable energy industry. From the perspective of implementation effects, the quota system has proved to be an effective long-term mechanism that can promote the sustainable development of renewable energy by means of marketization.
At the same time, there are suggestions to carry out mandatory trading of renewable energy green power certificates and build an operation scheduling mechanism with renewable energy as the core.
